Flipped Classrooms

 As part of Afterschool Awareness Month, we reached out to one of our Member Organizations for a guest blog post from one of their parents. DC PAVE "connects, trains, and empowers charter parent leaders to give families in DC a voice and choice in the vision for education in our city". We are thrilled to have Robert St. Cyr. as a guest author, this week.

In a traditional school, students typically are lectured in class by a teacher when, by definition, there’s very limited opportunity for discourse. Yes, you read that right, very little opportunity for interaction when the student is together with their peers and their teacher. They are then assigned homework that they will do by themselves at home at precisely the time when human interaction is most needed. Despite the crippling limitations with this process, it works quite well for middle income students because they have the support system at home to explain salient points they might have missed during the lecture. Not so much for kids of low-income parents. Essentially, middle-income students have the support system at home to close the knowledge gaps as soon as they are formed. Middle-income students do not carry those gaps from session to session or grade to grade causing them to fall further and further behind as time goes by. Low income kids, on the other hand, carry those gaps with them all the way to the working world – and that’s if they can find a job.

The FY2018 Budget Sells Our Youth Short

As you may have heard the Mayor's proposed FY18 budget, DC Values in Action, was released Tuesday. While we've only done an initial analysis a few things stood out.

First, we're thrilled to see that the proposed budget comes close to maintaining recommended TANF benefits for the over 10,000 children who were at risk of losing assistance this year.

Other areas of the budget are less positive:
  • Funding for Out-of-School Time was kept flat at $4.9 million meaning we'll need to work collaboratively with council to get the full $10 million dollar investment we know we need.
  • The homelessness budget increases youth housing services by $2.4 million; $3.3 million lower than anticipated. One bright note, the PASS and ACE diversion programs both saw modest boosts for next year.
  • School funding only saw a 1.5% increase; 2 percentage points less than recommended by the per-pupil funding formula task force.
  • Our modest transportation ask - $2 million to reduce a major barrier for adult and reconnecting learners- was NOT funded. 
We joined DC Fiscal Policy Institute, Bread for the City, Children's Law Center, Jews United for Justice and Miriam's Kitchen in a Press Release that was issued earlier today which breaks down other areas of the budget.  We strongly recommend reading it.

We'll continue to dig into the budget this week and will be sending out our April Newsletter (filled with some key opportunities to get involved) tomorrow. Equally exciting we'll be launching a new budget advocacy tool for members on Monday. So keep an eye out!

Expanded Learning and a Halloween Hearing

It's the season for Expanded Learning! Actually October IS Afterschool Awareness Month, so for this week's blog we thought it would be a good time to highlight some recent activities and updates, as well as an upcoming hearing.

Lights on Afterschool


Just last Thursday, was Lights on Afterschool, a day which saw a million Americans celebrate afterschool programs around the country. This nationwide event was launched in October 2000, and highlights the role of after school programs in "keeping kids safe, inspiring them to learn and helping working families."

Our own staff members, Joey Gavrilovich and JR Russ visited two participating schools last week here in the District, Hart Middle School and Stuart-Hobson Middle school, respectively.

Expanded Learning Issue Brief


Joey Gavrilovich, our Senior Policy Analyst, has been particularly busy. He just recently updated our Expanded Learning Issue Brief, which you should check out and share, if you haven't yet. One particular highlight is the following chart.


It breaks down the deficit of learning hours many children enter 6th grade with:
These children are typically beginning 6th grade with only about 60% of the learning hours afforded their higher income peers, missing out on some 4,000 hours of out-of-school time learning.

Public Hearing on the Office of Youth Outcomes and Grants Establishment Act of 2016


Coming up on Monday, October 31, the Committee on Education will have a public hearing on B21-865, “Office of Youth Outcomes and Grants Establishment Act of 2016.”


DCAYA and other advocates have been at the table over the past several months with leaders from DC government and local philanthropy to help address the path forward for supporting afterschool and summer programs for District youth. This legislation proposes a framework for greater strategic coordination and funding for out-of-school time programming.

The hearing will begin at 10:30am at the John A. Wilson Building. And if you are interested in testifying, you have until 5:00pm tomorrow, Thursday, October 27 to sign-up. Those who wish to testify may sign-up online at bit.do/educationhearings or call the Committee on Education at (202) 724-8061.

DCAYA’s Budget Updates Part II: Expanded Learning & Youth Homelessness

The final vote by the Council occurred yesterday, and the District’s FY17 budget now goes to Mayor Bowser. Today we continue to reflect on the work of our members and partners throughout this year’s advocacy season, and provide an update on successes for youth, families and children within the FY17 budget. Last week’s blog focused on Youth Workforce Development and Disconnected Youth, and we continue this week with a look at Expanded Learning and Youth Homelessness.

Expanded Learning

A Path Forward for Funding Afterschool and Summer Learning

After the mayor proposed $4.9 million to the DC Trust for community-based afterschool and summer programming in FY17, our initial ask was to double that investment in order to serve up to four times as many children and youth in need of quality expanded learning opportunities. While we were optimistic about the strength of the proposed amount compared to recent years, it was not enough to reverse a downward trend for out-of-school time programming we have seen each year in the District since 2010.

While we will continue to advocate for scaled-up, multi-year funding beginning in FY18, the advocacy priority for FY17 quickly shifted with the announced dissolution of the DC Trust on April 26. Since then, DCAYA and our community-based partners have worked hard to preserve the $4.9 million intended for expanded learning programs. Our coalition has held more than a dozen meetings with members of DC Council and their staff, as well as the Deputy Mayors for Education and Health and Human Services, to build support among policy makers for an established, nonprofit intermediary with youth development expertise to administer out-of-school time (OST) funding in FY17. We continue to be an active partner in this effort, as Deputy Mayor Brenda Donald presents this recommendation to Mayor Bowser.

We’d like to thank the Deputy Mayors and members of Council, as well as all of our expanded learning partners (simply too many to list here) who stepped up to provide resources and insight in the wake of the Trust’s collapse. Most especially, we’re grateful to those members who met with policy makers and offered public testimony to advocate for the preservation of out-of-school time funding. We'd like to give a special shout out of thanks to Fair Chance and Gretchen Van der Veer for helping coordinate our members and Fair Chance partners to do a final round of walk arounds with DC Council on the importance of out of school time programming.


Sustaining 21st Century Community Learning Centers

Earlier this year, the Office of the State Superintendent of Education (OSSE) announced that due to internal efforts to streamline grant making processes and decreased federal funds, there would be no new competition for the federal 21st Century Community Learning Center (CLC) grant program in the 2016-2017 school year. This action immediately affected three community-based OST providers who all stood to lose approximately $995,413 in the coming school year. The disruption of these services, which have all demonstrated quality programming and remarkable outcomes for students, would have caused significant ramifications next year for up to 1,000 at-risk students and undermined years of investments.

Recognizing that families, youth and children deserve more than a haphazard and inconsistent delivery of these key critical services, DCAYA and these three partners launched a targeted advocacy effort to find support and funding. These efforts paid off with Council identifying $800,000 to sustain 21st Century CLC’s in FY17. We’d like to thank these organizations and their families for rallying to support the students, as well as Superintendent Hanseul Kang and everyone at OSSE for their support in working toward a solution, and Councilmembers David Grosso, Brianne Nadeau and Charles Allen for their outspoken support for sustaining this important and life-changing funding stream.

Youth Homelessness

Building Capacity for a Youth-Friendly System

This year, DCAYA advocated to an additional investment of $800,000 to create more transitional housing and independent living options for youth experiencing homelessness. While the mayor’s proposed budget included significantly more funding for crisis support and prevention and diversion services, which we had advocated for and certainly applaud, more funding for meaningful housing interventions will be needed in future years if we are to meet the intent of the 2014 End Youth Homelessness Amendment Act and make homelessness among unaccompanied minors and transition-aged youth rare, brief and non-recurring by 2020.

DCAYA continues to work in a leadership role with the Interagency Council of Homelessness (ICH) and the ICH Youth Subcommittee, and we are optimistic that with the Fall release of the ICH’s Strategic Plan to End Youth Homelessness, we and our partners will be positioned to make an even stronger ask next budget season. We’d like to thank ICH Executive Director Kristy Greenwalt, DHS Director Laura Zeilinger, and DHS Deputy Administrator for Youth Services Hilary Cairns for their continued leadership and support for scaled-up funding, as well as Kimberly Henderson with Child and Family Services Agency, for her role co-chairing the Youth Subcommittee. We are grateful to our members and partners from Sasha Bruce, Casa Ruby, the Latin American Youth Center, Wanda Alston, Covenant House and the DC Center for the LGBT Community for their leadership, advocacy partnerships and public testimonies.

Dignified Housing for Homeless Children & Families

In February, the mayor made good on her promise to voters to deliver a plan to close D.C. General and move homeless families into safe and dignified housing throughout the District, and the plan was met both with intense support and praise, and resistance and criticism. The months that followed saw some of this teased out as policy makers, advocates, and members of the community worked toward a middle ground.  We are pleased that Council has since passed a revised plan that calls for the use of government-owned properties in Wards 3, 5, 6, 7 and 8, and the purchase (instead of leasing) of the sites in Wards 1 and 4. These revisions effectively respond to resident concerns about cost while maintaining the overall intent of the plan. We believe that the housing these families will receive, along with improved access to local amenities and on-site case management services, will have life-changing results for their children well worth this effort and its capital expenditures.

What is the Path Forward for Supporting Afterschool and Summer Programs for Youth?


In case you missed it, Senior Policy Analyst Joseph Gavrilovich was a guest blogger for the DC Fiscal Policy Institute (DCFPI) earlier this week:
The DC Council should act this budget season to ensure resources will be available for afterschool and summer programs for low-income students, following the recent news that the DC Trust will be dissolved due to financial mismanagement and other problems. For over a decade, the Trust has served to distribute funds from DC government for these important programs run by community-based organizations. 
The collapse of the Trust raises a question that affects the lives of thousands of DC kids: Without the DC Trust, what is the path forward for funding youth development in the District? For the coming year, a short-term solution makes sense. A group of youth-serving organizations recommends allowing a local foundation to allocate the $4.9 million in the Mayor’s fiscal year (FY) 2017 budget for community-based afterschool and summer programming. This will give the Mayor and DC Council a year to work with community stakeholders to develop a permanent solution.

Youth Voice: Afterschool Partnerships Expand Learning for DCPS Students


This week we’re bringing you the testimony of Nana Asare, an alum of DC SCORES. At last week’s April 14 budget hearing on DCPS, Mr. Asare was joined by Katrina Owens, DC SCORES’ chief of staff and a former DCPS teacher. A recent DCAYA survey of 51 community-based organizations like DC SCORES showed that 83% of kids served after school by those organizations in DC this year were in DCPS. We believe that when DCPS schools and staff actively collaborate with quality programs like DC SCORES to ensure harmony and integration, it yields the best possible experience for students. Nana’s testimony tells such a story.

My name is Nana Asare.  I am a DC SCORES alum and 19 years old. I graduated from Wilson SHS in 2014. I have been a student at Johnson State College where I participated on the soccer team. I joined the DC SCORES program at Brightwood Elementary School in 4th grade. It changed my life.

My family emigrated from Ghana when I was 2.  Before joining the DC SCORES team I was hard headed, stubborn and had a lot of behavioral issues.  My principal encouraged me to join the DC SCORES team and it changed how I saw myself, my school, and my community. From that day on, DC SCORES and soccer became a huge part of my life. 

DC SCORES provided me a place to succeed and belong.  As I continued in school I continued playing soccer and engaging with SCORES. As a student at Wilson SHS I was a member of the varsity soccer team.  I also volunteered with DC SCORES every summer as a Jr Camp Counselor. It was important to me to make sure that kids currently in the program had an opportunity to find success and their voice like I did.

Leaving "No Child Left Behind" Behind

Last week, the House passed the Every Student Succeeds Act (ESSA) (S.1177) by a vote of 369 to 64. This week, the Senate followed suit and passed the bill by a 85-12 vote. Once it is signed into law by the President, this bill will replace the 14 year-old No Child Left Behind (NCLB) and reauthorize the Elementary and Secondary Education Act (ESEA) of 1965 through FY 2020.

The compromise legislation, drawn up in conference from both the House and Senate versions, shows promise of final enactment thanks to bipartisan provisions addressing the key goals of both Republicans and Democrats. The bill appeals to Republicans for its limitations on the role of the federal government and to Democrats for its efforts to protect low-income and minority students. At a time when all things political feel divisive, efforts to collaborate and compromise are refreshing.

So what does this mean for the state of education nationally; and how will this affect the education landscape of the District?

Afterschool Succeeds with In-School Support: Reading Partners in DC

As part of Afterschool Awareness month, DCAYA has featured the work of our community-based partners throughout the month of October. To wrap up our series, we look at the work of Reading Partners with DC’s elementary schools, a successful partnership due to the combined effort of the community-based organization working with teachers, parents, administrators and students.

The first grade student had just traced the letter ‘C’ on the whiteboard. Together, we were coming up with words that start with C: cookies, can, cat.  We brainstormed a few more, and then he drew a picture of a cat on the back of his letter card.  

“C!  Cat!  C-c-c.  COOL!” he exclaimed, giggling.  

By the time his mom appeared at the door to pick him up from our weekly tutoring session, he had chosen a new book to keep at home, and she beamed at the sight of him eagerly flipping through the pages. As she gathered her son’s jacket, bag and lunchbox, our tutor shared how great a job her son had done reading and identifying rhyming words.

Just a few months ago, afternoon tutoring sessions like this one were just a vision for Bancroft Elementary, a bilingual school in the Mount Pleasant neighborhood of DC. Under the requirements of the Elementary and Secondary Education Act, the Office of the State Superintendent of Education has designated Bancroft as a Focus School, meaning it is a school in need of targeted support to address large achievement gaps between students.

Keeping the Lights On After School in DC

As part of Afterschool Awareness month, DCAYA will be featuring the work of our community-based partners throughout the month of October. This week, in concert with the Afterschool Alliance’s Lights On Afterschool, we take a look at the need and present funding for afterschool programs in DC.

October is Afterschool Awareness Month, and on and around October 22, events will be held nationally for Lights On Afterschool to underscore the need for investment in afterschool programs. In DC, this need is especially heightened. More and more District families are seeking after school enrichment opportunities for their kids while at the same time, fewer public dollars are being invested in proven programs.

“These programs inspire children to learn beyond an instructional classroom setting,” says Jodi Grant, executive director of the national Afterschool Alliance. “By providing one-on-one mentoring and homework help, healthy snacks and team sports, new STEM learning opportunities such as robotics and computer programming, expanded time to learn art and music in a studio setting, and countless other hands-on opportunities, afterschool programs build upon classroom learning to promote positive youth development and motivate each child and youth toward college and job readiness.”

The Afterschool Alliance has promoted a growing body of research that shows afterschool programs and expanded learning programs keep kids safe, help working families, and encourage increased parental involvement in children’s learning. Data gathered by the Alliance have shown that for every child in an afterschool program nationally, there are two more whose parents say they would participate if a program were available. So, how does DC stack up?

DC Afterschool Investment Falls Short of Demand

The Afterschool Alliance’s survey data show that in DC, the unmet demand is greater than in any state: An estimated 72% of children in the District in grades 6 through 8 would participate in an afterschool program if one were available to them (compared to 40% nationally).

Community-based providers of afterschool programming in the District have a proven track record for tangible outcomes. Yet there is presently little political will toward expanding access in order to match the level of demand in the community. In fact, as other states and localities increasingly see funding for afterschool as a major policy goal, funding for expanded learning and enrichment programming (afterschool and during the summer) in the District (and youth development programs in general) has actually followed a downward trend in recent years.

Less funding means fewer spots in afterschool programs for the kids who need them most. Just last month, due to funding constraints, the DC Trust cut $460,000 from their out of school time grants and 24 organizations saw their funding discontinued. As a result of these cuts, as many as 1,200 expanded learning slots were lost.

In the wake of these cuts, a $1.2 million allocation to the DC Trust has been proposed to fund a series of “mini-grants” to five target neighborhoods. While the grants are well-intentioned to target funding toward neighborhoods most at-risk, the structure of the grant distribution has youth afterschool enrichment and mentoring programs competing with violence prevention and family support programs for the same pot of funding, and in a limited geographic area. Further, with each grant capped at $25,000, we remain concerned that the scope of the funding is insufficient to significantly affect outcomes.

In order to keep the lights on after school in DC, the District needs to return to having stable, multi-year funding to quality organizations. Only with the assurance of a stable funding stream will the District’s strong network of community-based providers be able to better collaborate with more schools and expand the reach of afterschool expanded learning and enrichment opportunities to the kids and families who have the greatest need.

Expanding a Partnership in Service to DC’s Kids

As part of Afterschool Awareness month, DCAYA will be featuring the work of our community-based partners throughout the month of October. Read on for more on the exciting expansion of afterschool arts, sports and civic service programming from DC SCORES!


Fifteen. Every day when I wake up, that number flashes before my eyes. It is imprinted on my brain. It is the number of schools currently on the waitlist for programs from my youth development nonprofit DC SCORES, which recently finalized a partnership with D.C. United with the goal of serving more District youth.

DC SCORES provides free after-school programs and summer camps to low-income 3rd-8th graders across the District. Our whole-child curriculum thoughtfully integrates the art of poetry, the sport of soccer, and the civic experience of service.  

Mind, body, soul.  

In the neighborhoods and schools we work in, DC SCORES typically is the only opportunity kids have to participate in an organized team sports league. We frequently offer young children their only chance to explore the literary arts for fun and to experience performing original work on stage. We often are the first people who not only ask schoolkids living in poverty how they want to change the world, but who also give a team of kids the tools to do it.

Although DC SCORES has expanded rapidly the past five years, the demand for our programs has grown even faster.  

Why? The young children DC SCORES works with face incredible challenges: hour-plus commutes to school; the responsibility of raising multiple siblings; violence on their streets; no stable home or family support structure.

We help at-risk kids stay on track by surrounding them with a supportive team of peers and committed adult mentors, giving that team the opportunity to safely and creatively express themselves through both arts and sports, and helping them experience that they can change the world around them.  

You don’t have to take my word for it; instead take the words of Ingrid, Claudia, or Christian M. — all DC SCORES alumni.

A new depth of commitment

What keeps me up at night is worrying about the many more Ingrids, Claudias, and Christians out there whose schools we’re not in. Who aren’t, as Christian says, getting to be “part of something greater,” something “to look forward to every day no matter what else was going on in my life,” “something that gives me a pathway from step A to step B, a goal to achieve.”  

Being able to serve all of the children who need us was a big motivator behind our recently announced long-term strategic partnership with D.C.’s Major League Soccer team D.C. United. (Read the press release.)  

Although our organizations have worked together in varying capacities for years, this new, long-term partnership cements our relationship and makes it possible for us to change many more kids’ lives together than either organization could on its own.  

The partnership goes far beyond simply giving DC SCORES’ poet-athletes enhanced soccer experiences and access to major league expertise (though it does that, too!). It symbolizes a new depth of commitment by D.C. United to the community. Programs previously run by D.C. United’s United Soccer Club program have been consolidated into DC SCORES, and two members of D.C. United’s leadership team have joined DC SCORES’ Board of Directors.  

While D.C. United is contributing some limited up-front capital to seed this partnership, it is not really a financial transaction. The partnership’s true value to the children of Washington, D.C., is the willingness of D.C. United to leverage its brand name and corporate access to drive new levels of philanthropic investment to DC SCORES. This year, we are serving 2,000 children. Our goal: expand to 3,000 children in three short years, an objective we’ll only be able to achieve with increased support from community members throughout the District and beyond.

While the partnership is a catalyst for helping us wipe out our growing waitlist; everyone else’s continued support – and those interested in joining our team and advocating for DC children – can make it a reality.

Helping D.C.’s kids succeed on the playing field, in school, and in life is what DC SCORES is all about. We are excited by the potential of this partnership and a growing supporters base to help even more kids do just that.

For more than twenty years, Project Create has worked in partnership with social service organizations and afterschool programs in underserved neighborhoods of DC to provide accessible out-of-school-time arts education to promote positive development in children, youth and families experiencing homelessness and poverty. 

In January 2015, Project Create opened an art studio in Anacostia that offers youth development programming through free visual, performing and digital media arts classes to young residents. In addition to the tremendously beneficial therapeutic aspects of Project Create’s programming, the afterschool setting and the studio space itself provides a significant and meaningful community of care for youth. Across cultures throughout human history, artists have gathered in community spaces to form friendships, share their craft, enhance their skills, and find support among each other while creating their work. Project Create’s Anacostia studio is a space where youth come together, and stay, because they are safe, they are protected, and their voices are heard. 


The depth of identity the youth feel towards the Project Create studio space is exemplified by how they themselves have built community there through their own networks. This story starts with Brittney. We got to know Brittney through our work with So Others Might Eat (SOME) back in 2010 when she was eleven years old. Her family had already experienced homelessness for most of Brittney’s young life, and even as her mother struggled daily to provide Brittney with the essentials, Brittney had daily access to multiple enrichment activities. Each day after school, Brittney painted, danced and performed theater in Project Create’s art classes at SOME. As Brittney grew into a teenager, the mentorship she received from her Project Create teachers was essential to her development.

We were thinking of Brittney when we created and opened our Anacostia studio space. In addition to strengthening our relationship with the community of children and youth who live in Anacostia and surrounding neighborhoods, we wanted to provide our long-time students like Brittney with a space to stay connected with Project Create, even as they “age out,” move out of their housing facilities, or move around the city. 

As soon as we opened our studio doors, Brittney was there! And she didn’t come alone – she brought her boyfriend James, and then her friend Calvin. Then Calvin brought Evan. Then Evan brought Cecilia. And so on it went until, before we knew it, the studio was alive with budding young artists. They come for the art, for the fun, and to see their friends. They also come because it’s warm in the winter and cool in the summer, and because they’re hungry and they know there will be pizza. They come even when Project Create isn’t running classes because they know at least one of their staff mentors will be around.

At times, the youth come reluctantly because they (think they) don’t really like art. James was unenthusiastic about Brittney’s invitation to the studio space, but like so many of the youth we serve, James comes and stays on because Project Create becomes a consistent and stable space for him. In the time since he started spending his afternoons at Project Create’s studio, James has been forced out of his home, drifted through emergency shelters, exhausted his options while couch-surfing, and moved into foster care placement. But through it all James continued coming to Project Create every day, and even in the midst of constant life disruptions over a matter of months, James has found his niche as an artist. He has created original music and learned that he’s a pretty good songwriter. He has learned the craft of 3D printing, and he carried the plastic superhero he made with him everywhere he went for months after. And we were all impressed to find how adept he is with a sewing machine. James continues to experience uncertainty in his life, but every day after school, he finds enrichment and new possibilities in the Project Create studio.

Brittney, now 16, has emerged as a young leader in the artistic community she helped create. She signed up for several classes and quickly became a regular presence during open studio, at family art days, on field trips and at special events. This summer, she worked with Project Create through D.C.’s Summer Youth Employment Program. Brittney is now working with Project Create as a student assistant (when she’s not attending classes as a student herself).

Brittney, James, Calvin, Evan, Cecilia and dozens more youth, each have their own story of what has happened in their life so far that led them to Project Create. For these young people seeking enrichment after school, just as it has been for creative minds throughout history, quality art in an accessible setting can be transformative as they write, illustrate, design and perform the next chapters in their own life stories.

An Update: The Final Budget Breakdown

The final Council budget vote was June 10th. As we suspected, a number of major wins were achieved this year. Here is the final break down, and some major thanks to everyone that made it happen! 

Afterschool


DC Trust: The Committee on Health and Human Services, which oversees the Trust, committed an additional $2 million to the Trust’s baseline budget. With this additional funding, the DC Trust will be able to fulfill the majority of their grant commitments to afterschool programs. Much of the funding, $1.6 million, was moved over from the Committee on Transportation and the Environment, thanks to Councilmember Mary Cheh. Councilmember Yvette Alexander filled the resulting gap with just over $400,000 through reallocating funding from within two different health agency budgets. Although advocates originally pushed for an additional $2.5 million, the resulting $2 million is a huge win for afterschool programs and speaks to the power of our members and the community speaking up to testify on behalf of their life-changing programs.

DCPS: The Committee on Education did not find the $6.5 million to stop the cuts to DCPS afterschool, which will result in a cut to 25 cluster coordinators within the DCPS Out-of-School Time Office. The committee budget report rationalizes the cut with the following explanation, “DCPS has assured the Committee and school communities that there will be no reduction in service levels to families in FY16.” However, the committee report went on to say “The Committee also encourages DCPS to monitor this situation throughout the summer and utilize reserve funds, if necessary, to fill any gaps to service to families that may arise as a result of funding challenges for CBOs.” In other words, since DCPS insisted there was no need for the money that was cut, the chair of the committee, Councilmember David Grosso, was not in a position to fill that cut. We will continue to work closely with Councilmember Grosso to monitor the situation and offer on-the-ground feedback from CBOs and schools.

Many thanks to the members of the Committee on Human Services, the Committee on Education and the Committee on Transportation and the Environment, for working so collaboratively to make these critical investments. 

Youth Homelessness


Single Youth: Funding for homeless youth services remains stable at $1.3 million by the Committee on Health and Human Services in an effort to properly scale initiatives through data-informed measures. Advocates supported this funding mark and are continuing to collect data on homeless youth with the newly established Coordinated Intake System. Through the collected data, advocates and DC agencies will have a greater understanding on the investments needed to stabilize homeless youth and guide them onto a path of self sufficiency.

Youth-Headed Families: The mayor’s allocation of $40 million to replace DC General through FY17 was confirmed by the Committee on Health and Human Services.

Parenting Minors: The Committee on Transportation and the Environment, under the leadership of Councilmember Cheh, moved $500,000 to the Committee on Health and Human Services to enhance services to minor headed households. As a recent Washington Post article illustrated, homeless minors with children have few housing or service options. The pilot will begin to fill the service gap for homeless, parenting minors who do not experience levels of abuse and neglect that warrants CFSA involvement and cannot access adult shelters because they are under 18.

DCAYA would like to first and foremost thank Mayor Bowser and her entire Administration for their diligence in addressing homelessness in this budget.  We’d also like to thank the Committee on Health and Human Services and the Committee on Transportation for their hard work to find supplemental funds to address the needs of homeless parenting minors.  

Youth Workforce Development


SYEP Evaluation: During a Committee of the Whole legislative session, the Council approved an amendment introduced by Councilmember Elissa Silverman to require DOES to produce and publish basic information on SYEP participants, including long-term employment outcomes and participation levels at various points in the program. The amendment also lays the groundwork for the development of a rigorous SYEP evaluation to determine a baseline of program quality and identify opportunities for effective interventions within program design and delivery. Along with an amendment introduced by Councilmember Jack Evans to cap SYEP enrollment for youth 22-24 at 1,000 slots, an SYEP evaluation will go a long way to ensure that Mayor Bowser’s additional investment in SYEP of $5.2 million will be used effectively to engage youth 14-24 in a quality career exposure and work readiness training experience.

UDC Funding Restored: In a letter to Council outlining revisions to her proposed FY16 budget (called the Errata Letter), Mayor Bowser included the restoration of $3.5 million to the University of the District of Columbia. The mayor also committed to working with the UDC flagship and the community college to ensure that this investment will benefit programs that place DC residents on career pathways.

The focus of the entire Council, but in particular members of the Committee on Business, Consumer and Regulatory Affairs for all they have done to ensure the Summer Youth Employment Program is of the highest quality in years to come. Equal thanks to Mayor Bowser and her entire administration for the thoughtful investment recommendations outlined in the Errata Letter. These investments will go far in preparing our youth for success in the workforce. 

Disconnected Youth


Expansion of Kids Ride Free: At the Committee for Finance and Revenue budget oversight hearing for the Washington Metropolitan Area Transit Authority (WMATA), Committee Chairman Jack Evans expressed concerns about Mayor Bowser’s expansion of Kids Ride Free to rail. The Committee’s budget report stated that the Committee is “analyzing the funding sources for the School Transit Subsidy program to better understand the administration and distribution of the proposed $7 million for Kids Ride Free”.  After much deliberation: Funding for Kids Ride Free is indeed secure, and the Councilmember will work to ensure the sustainability of the program.


SLED Remains Stable: While the Committee on Education expressed their commitment to the maintenance and continuation of the Statewide Longitudinal Education Data System (SLED), the needed $1.36 million was not secured to fill the gap left by an expiring federal grant. However, the Committee and DCAYA received assurances from OSSE that a reduction in personnel-related funds will be absorbed internally through efficiency and prioritization and SLED will not suffer as a result. DCAYA will continue to monitor SLED’s operation, but we are confident in OSSE's commitment to maintain the system.

The commitment of the Committee for Finance and Revenue and WMATA to ease student access to school was fantastic.  Equally important, we thank the Bowser Administration, OSSE and the Committee on Education for their work to ensure that SLED remains a strong and valuable resource. 

Finally, we’d like to thank the children, youth, and member organizations who put tons of time and energy into the advocacy work for this budget. Your input into our advocacy agenda is, as always, priceless. Response to DCPS's "FY16 Afterschool and Extended Day Overview"

After our last blog on the cuts to afterschool funding, DCPS released a statement attempting to clarify the afterschool funding for next year. Unfortunately, the data and explanations they offer in this new statement still seem to indicate that afterschool programming will be reduced.  

We spent time today working with DCPS to understand their statement and the difference between our analyses. One problem that we identified together is that the internal budget documents they are using do not reflect the same numbers as the Mayor’s budget. While we understand that school-based funding can be prone to frequent readjustments, we do hope that in the near future we can all be working with identical, clear information at the school level, and the aggregate level. DCPS has been gracious in helping resolve this, and we both are committed to continuing dialogue about this important issue affecting students and families. We are also committed to helping them improve their data and analysis as they do the difficult work of budgeting for a myriad of variables.

Moving forward we hope that DCPS, along with the DC Council - who has the power to change this budget - will take a closer look at the quality of the data and analysis leading to cuts in afterschool programs.

Budget Cuts to DC Afterschool Programs

It’s that time of year again: The DCAYA team brings you our analysis of the newly released DC budget.

This year, we’re going to split our analysis into two sections. Part 1, today’s blog, will focus on cuts in the DCPS afterschool budget. Next week, Part 2 ,will focus on our concerns related to older youth services and system level investments.

**To preface, this analysis is in its working stages. We are actively tracking down greater details about the budget. Nonetheless, we have identified some clear areas of concern that we did not want to delay in getting out to parents, service providers, and other community partners. Concern regarding Afterschool Funding:

Overview:

Just last year, DC ranked #2 in the country for having the best afterschool programs. Over 7,200 students were enrolled in afterschool programs and  DCPS stated its commitment to universal access to afterschool programming. Why? Afterschool programs, or expanded learning opportunities, have been shown to improve academic, social/emotional , health and safety aspects of students’ lives. Working parents, particularly for those with younger children and limited income, need afterschool programs for economic stability and the safety of their children.

Yet, after examining the budget documents for the upcoming year, which were released April 2, we know with certainty that broad, deep funding cuts will result in thousands of students not being able to attend afterschool programs next year, unless Council makes immediate changes to the budget.

Invest in Our Shining Lights

When it comes to the quality of expanded learning programs, DC ranked second in the country according to the Afterschool Alliance in their latest report “America After 3PM.” As a coalition of youth development organizations, DCAYA knows this ranking is well deserved. Our expanded learning partners are passionate about their programs, focus heavily on quality curriculum development, and hire astounding program staff to reach the various needs of young people. It is truly the dedicated work of these hard working individuals that accounts for this high ranking score.

While the full report and data sets paint a picture of the expanded learning landscape in DC, the smiles of young people tell us a story.

Even though DC is ranked number two in the country for having quality afterschool programs, there are still many low-income children not accessing these vital enrichment opportunities. In fact, even when you look at the numbers there are 31,633 at-risk students attending DC public schools, but only 6,935 available expanded learning slots [INFOGRAPHIC]. It is easy to see the severe deficit in programming for young people who need the supports most.

Access to quality programming for students in at-risk communities is a high priority on DCAYA’s advocacy agenda.

We need to #KeepTheLights on afterschool so ALL DC children have access to the amazing expanded learning programs our community has to offer.

The Saga of Summer Learning Part II: Karma Kicks In


You may recall an amusing blog series we posted last summer detailing the important role that summer plays in youth development.  Our Executive Director, Maggie Riden,  talked about her parents' brilliant creativity in signing her up for a summer theatre camp in the hopes that a new space would motivate her to try and learn to read and end her protracted campaign of summer tutor torture. In the spirit of continuity, we’d like to share with you Part II of that saga: 

Fast-forward nearly 10 years. I was 17 and it was the summer after my senior year. I was desperate to save enough money to avoid working my first semester of college. So to compliment my ice cream scooping job at Friendly’s,  I signed up with the local elementary schools to work as a summer tutor.

In the weeks leading up to my first session, I remember diligently tracking down worksheets and lesson plans from teachers and the library, neatly filing them into a variety of folders. I recall carefully writing out spelling words and math facts on index cards.  What I don’t remember as clearly (but she loves to mention it) is the look of utter amusement as my Mother watched me.  She gently suggested that given the kids I’d be working with, maybe I should consider a different approach than worksheets and rote memorization at a desk. She even offered her special education expertise to help me come up with some ideas. I, with the arrogant certainty that defines adolescence and early adulthood, scoffed at the suggestion that I didn’t know what I was doing.

Oh the irony. 

Two weeks later I found myself in one of those amazing life moments when karma catches up with you and not only smacks you in the face, but laughs with glee while doing so.  It was my second or third session with “Kevin”.  I remember sitting at his kitchen table watching in disbelief as he athletically tossed a massive pile of 3x5 index cards into the air, launched himself out of his seat, leapt over an ottoman and then slid with the practiced ease of a baseball player into the bathroom deftly locking the door behind him.

20 minutes and numerous bribery offers later, Kevin emerged.  

I arrived home frustrated and embarrassed and attempted to relay the incident to my Mom. Once she had stopped laughing and regained the ability to speak, we sat down and she helped me come up with some teaching strategies that were good for him. I can say with certainty, we never sat at his kitchen table or at his desk again.

For Kevin school was a frustrating and anxiety filled place. To ask him to replicate that setting with the added stress of 1:1 attention as he exposed his weaknesses (all while watching his brother play outside on a lovely summer afternoon) was never going to work, and it was borderline cruel to expect it to. So we turned his backyard into a giant clock to teach him how to tell time. We did math fact foot races with the neighbors. We incentivized reading by celebrating the completion of each goal with a scavenger hunt based on the theme of the book (he was into nature and we lived in Vermont which made it fairly easy).

For kids who struggle to learn or face barriers to academic progress, summer has to be a part of the learning equation. Summer learning loss is real, it’s cumulative, and it’s a major contributor to the achievement gap. However, as Kevin demonstrated, that doesn’t mean summer should be more of the same.  Learning can take many forms. Summer is a chance to see what works, to allow children and teachers the time to explore, and ultimately, it's a prime opportunity to engage developing brains in new and exciting ways.  

DC is fortunate. We live in a city with many organizations and educators that embrace the opportunity of summer. They are creating spaces that build the skills and academic confidence of those who may be struggling, and challenge high fliers to aim for even greater heights. 

However, despite improved funding and increased availability, there are still thousands of children who don’t have the chance to enjoy the opportunity of summer learning - but would benefit deeply. So, DCAYA would like to pose two challenges.

First, we need to do a better job of explaining to all parents the benefits of summer learning programs.  We need to be clear that signing up for a summer program is critical to a child’s academic, social and emotional success.

Second, we must message to policy makers that we need universal access and a range of programs that ensure youth can access opportunities that excite them, and provide what they need as they grow and mature. To achieve that, we must have smart funding and strong partnerships between schools, community organizations, parks and recreation and libraries. This must be a priority.

Kevin and I, like many of you, were lucky. Our parents and teachers got it. They realized early on that we would need additional support throughout our academic careers and that our learning styles would require multiple approaches. Many of which could not occur sitting at a desk. Isn’t that an opportunity we should extend to all our kids?
